Multiple papules in the groin

Case 3 is most unusual. 
He has lymphoedema following excision of lymph glands for metastatic melanoma. These lesions arose recently in his groin. The larger lump was biopsied elsewhere and reported as a BCC. He was awaiting a plastic surgeon removal when all these small pink papules arose. I have biopsied two of the smaller lumps on separate occasions  and they are also reported as BCCs after a series of immunostains. 
Do you believe this? Anyone ever seen locally eruptive BCCs in a lymphedematous leg? What to do now? Surgery? Radiotherapy? Sonidegib?
